MINUPES <br />City Council <br />July 28, 1993 <br />Voto stated that the bond issues on page 27 are solidly <br />financed or there is a mechanism to provide full financing. <br />Voto indicated that another major area of the City's finance <br />is the Capital Project Funds on page 34. However, there is <br />a separate report on that subject. He indicated that those <br />funds are in good, solid financial position. <br />Voto stated that pages 35 and 36 contain the water and sewer <br />operating accounts. The Council should be aware that 1993 <br />is a wet year resulting in less revenues in the water fund. <br />The sanitary sewer could also be subject to infiltration of <br />storm water. Therefore, 1993 may not be a very good year <br />for these operating accounts. <br />Morelan asked if the MWCC had meters on their lines in order <br />to bill the City for sewage. The City Administrator <br />indicated that the flowage is metered, but the estimated <br />flow is not adjusted for two years. Infiltration can be <br />picked up from these meters. <br />Scalze asked if there was a lot of Infiltration. Voto felt <br />that Little Canada did not have a lot of Infiltration. <br />Morelan asked if there is a way to estimate the amount of <br />Infiltration. Morelan felt that if the City new they had an <br />infiltration problem, lines could be repaired. The City <br />Administrator felt that our system is newer so there would <br />not be much Infiltration. Scalze felt that there was a lot <br />of infiltration that cannot be seen such as from sump pumps, <br />roof drains, etc. <br />Voto indicated that the utilities are in a solid financial <br />condition and the City does have a process whereby it is <br />setting aside depreciation money for capital replacement as <br />shown on page 41. Voto stated that through 1992, the City <br />has set aside about $600,000 plus $40,000 interest earnings <br />of utility money for capital replacement. The City has <br />committed about $250,000 of that to help finance the 1992/93 <br />construction projects. <br />Voto reviewed the last item on the summary of <br />recommendations detailed in the Management Report and <br />Recommendations on page 44. He stated that the City should <br />continue efforts to improve the internal financial <br />accounting and management capabilities of the City with <br />special emphasis in the general areas of: <br />-6- <br />
