MINiI'PES <br />CITY COUNCIL <br />AUGUST 25, 1993 <br />The City Planner indicated that the City could require <br />8 to 10 foot trees but did not recommend anything <br />larger. The Planner stated that trees larger than 10 <br />feet in height are usually dug with a tree spade, and <br />their survival rate drops substantially. <br />The City Administrator pointed out that the combination <br />of the berm and tree height would exceed the height of <br />a trailer. <br />LaValle introduced the following resolution and moved <br />its adoption: <br />RESOLUTION NO. 93-8-264 - APPROVING THE CONDITIONAL USE <br />PERMIT FOR THE ADDITION OF SEMI-TRAILER PARKING FOR <br />AREA AS REQUESTED BY SLUMBERLAND AT 3060 CENTERVILLE <br />ROAD SUBJECT TO COMPLIANCE WITH THE RECOMMENDATIONS OF <br />THE CITY PLANNER AS CONTAINED IN HIS REPORT DATED <br />AUGUST 6, 1993, WITH TREE HEIGHTS FOR SCREENING <br />MATERIALS TO RANGE FROM 8 TO 10 FEET, AND SUBJECT TO <br />SUBMISSION OF A COMPLETE SITE PLAN INCLUDING SCREENING <br />The foregoing resolution was duly seconded by Pedersen. <br />Ayes (5) LaValle, Pedersen, Aanson, Morelan, Scalze. <br />Nays (O). Resolution declared adopted. <br />PRELIMINARY <br />& FINAL Hanson opened the public hearing to consider the <br />PLAT - Preliminary and Final Plat for the Green Value <br />GREEN VALUE Addition. Hanson noted that the Planning Commission <br />ADDITION has recommended approval. <br />Scalze asked about the storm sewer improvement which <br />benefits this plat. <br />The City Administrator reported that the storm sewer <br />work has been completed. The assessment hearing for <br />this project will be held this fall. The Administrator <br />also reported that when this plat was before the <br />Council in 1990, approval was subject to the developer <br />paying for the cost of a storm sewer improvement, with <br />the City to pick up any oversizing costs. The <br />Administrator indicated that the City Engineer feels <br />that the cost of the storm sewer project just completed <br />should be paid for by the County, City, and developer <br />on an equal basis. The Administrator felt that <br />requiring Waivers of Right to Appeal Special Assessment <br />from the developer would be appropriate as part of plat <br />approval. <br />Scalze agreed, pointing out that storm sewer <br />improvements would be required of any new development <br />in the City. <br />Page 18 <br />
