MINUTES <br />CITY COUNCIL <br />SEPTEMBER 8, 1993 <br />The Chief replied that at certain time periods the <br />selection is limited. <br />FIRE- The Chief informed the Council that from time to time <br />RELATED he would like to submit to them copies of fire-related <br />ARTICLES articles that he feels are pertinent or important for <br />them to review. Those present felt that was a good <br />idea. <br />NEW The Chief reported that a committee of fire fighters <br />Pi7MPII2 will begin meeting this fall to put together specs for <br />TRUCR a new pumper truck. It is hoped that the truck would <br />be delivered in 1995. The Chief reported that the <br />Department is hoping to have paid back the $125,000 to <br />the City, and that by selling or trading in the old <br />pumper, a shortfall of $60,000 to $70,000 is expected. <br />The City Administrator reported that this purchase <br />should be addressed in a Capital Improvements Plan. A <br />capital improvements list needs to be put together and <br />prioritized. In the past the City has not budgeted for <br />capital outlay items, and the City needs to begin <br />planning for these purchases. <br />RE"PIRE- The Chief reported that there were three retirements <br />MENTS from the Fire Department this past year, two from <br />31-year members and one from a 21-year member. The <br />national average is 10 years for an individual to serve <br />in the fire service. The Chief reported the <br />possibility of two additional retirements by the end of <br />the year. <br />FIRE RELIEF The City Administrator referred to the document he put <br />PARAMFTEgS together outlining parameters for adjustment of Fire <br />Relief benefits. This document was drafted to <br />establish parameters where benefit increases can occur <br />rather than negotiating for benefit increases on a <br />yearly basis. The Administrator pointed out that <br />discussion will need to occur at the budget meeting to <br />determine the amount of City contribution to the Relief <br />Association, and for discussion purposes the proposed <br />1994 Budget includes the same figure that was decided <br />on in 1993. <br />The Chief felt that $2,000 per year of service was very <br />little, and felt that the Fire Relief benefit level was <br />an incentive that the fire service had to attract <br />volunteers. <br />The Chief reported that interest is deteriorating in <br />Page 7 <br />
