MINUTES <br />CITY COUNCIL <br />SEPTEMBER 14, 1993 <br />proposed is an increase over last year's budget that <br />was requested by the president of Canadian Days to add <br />some funding for coordination. <br />Pedersen pointed out the reductions that have been made <br />in the Canadian Days budget since 1990 and 1991. <br />Hanson reported that during those years the business <br />community was not approached for the degree of support <br />that they had been in the past, with the thought being <br />that the City should provide more support for the <br />Celebration. <br />LaValle stated that he did not have a problem with <br />budgeting for fireworks, but suggested that there <br />should be some fund-raising activities to help defray <br />the costs of the Celebration. <br />With regard to the Fire Marshal category, the <br />Administrator reported that Morelan is recommending <br />additional dollars be budgeted under temporary employee <br />to try to get all commercial/industrial fire <br />inspections completed by the end of 1994. The <br />Administrator reported that he is estimating that this <br />would take an additional $2,850 based on 160 units at 3 <br />hours per inspection. This number is a guesstimate at <br />this point and a more accurate estimate will be known <br />once the program gets underway. <br />LaValle stated that he was not opposed to this <br />recommendation, and suggested that it may be necessary <br />for the City to create a part-time Fire Marshal <br />position taking those duties away from the Building <br />Official position and reallocating funds to the <br />part-time Fire Marshal position. LaValle pointed out <br />that this is an issue of public safety and one which <br />must be addressed. LaValle again suggested that the <br />funds could be taken from one division and reallocated <br />to a part-time Fire Marshal. LaValle suggested that <br />the City budget an additional $6,000 toward fire <br />inspections at this time, with the issue to be <br />discussed in more detail at a future workshop. <br />The Administrator asked if LaValle was suggesting that <br />some of the dollars already assigned for fire <br />inspection duties be reallocated. <br />LaValle felt they had to be, indicating that the <br />inspections are not getting done and the Fire <br />Department is concerned about this. LaValle felt this <br />was a liability issue on the part of the City that must <br />be addressed.
