MINUTES <br />CITY COUNCIL <br />SEPTEMBER 14, 1993 <br />which provides additional explanation of budgeting <br />items as well as potential areas needing further <br />attention. <br />The Administrator reported that Council Member Morelan <br />has reviewed the budget document and has made some <br />suggestions for adjustment. One suggestions includes <br />an additional $500 under Mayor/Counoil to cover <br />entertainment expenses in conjunction with Canadian <br />Days which the Mayor has been paying out-of-pocket for <br />the last couple of years. The Administrator also <br />explained that under the Miscellaneous line in this <br />category, the $9,343 which was the actual 1991 expense <br />included $8,000 for the Fire Department video. This <br />was a pass-through expense since the City received a <br />donation to cover this cost. <br />Again, the Administrator pointed out that there will be <br />considerable discussion of budget line items later, and <br />that the Council needs to ensure that the preliminary <br />budget is adequate at this time to provide <br />consideration of items or programs later on as the <br />budget in finalized. <br />Under Recycling/Sanitation, the Administrator indicated <br />that he had initially included $10,000 for an intern <br />position to assist with the administration of and <br />promotion of the City's recycling program, as well as <br />other administrative support, such as establishment of <br />a program for follow-up on citizen complaints, creation <br />of a customer survey program, organization of a <br />business survey program, and research relating to <br />revisions to our personnel ordinance. The <br />Administrator pointed out that the intern position <br />would be helpful to get some of these programs <br />started. Existing staff would be able to handle the <br />programs, but due to priorities, may be not do so as <br />timely as the Council would like. Morelan has <br />suggested that that item be included in the preliminary <br />budget at this point, with more documentation on the <br />details and justification at later workshops. The <br />Administrator reported that he anticipated the position <br />to be 6-months in duration at an hourly rate of $8.50 <br />per hour. <br />The Administrator reported that Morelan has suggested <br />the addition of $3,500 to the Canadian Days budget to <br />add fireworks back into the Celebration.
