MINUTES <br />CITY COUNCIL <br />SEPTEMBER 22, 1993 <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5) Scalze, LaValle, Hanson, Morelan, Pedersen. <br />Nays (0). Resolution declared adopted. <br />Mrs. Scalze introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 93-9-305 - APPROVING THE ASSESSMENT ROLL <br />FOR IMPROVEMENT NO. 91-11, RYAN INDUSTRIAL PARK ROAD <br />IMPROVEMENT~ AND CALLING AN ASSESSMENT HEARING FOR <br />WEDNESDAY, OCTOBER 13, 1993 AT 8:00 P.M. <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5) Scalze, LaValle, Hanson, Morelan, Pedersen. <br />Nays (0). Resolution declared adopted. <br />Hanson asked for an explanation of charges relating to <br />connection to City water main. <br />The City Engineer reported that when the water main <br />improvement is made, the contractor places a water <br />service and curb box at each property. For those <br />properties with existing water lines from their houses, <br />the contractor will connect the existing water line to <br />the water main for a$75.00 charge. <br />Hanson asked about the $300 water connection charge. <br />The City Administrator reported that that charge was <br />established a number of years ago. The money collected <br />from that fee is used for debt service on existing <br />water main and the City's entire water system. The <br />Administrator reported that in previously explaining <br />the charges involved to the property owners, he <br />mistakenly omitted the $300 charge, which has caused <br />some confusion. The $300 fee is not a fee that is <br />assessed as part of the water main improvement, but is <br />paid at the time connection is made. <br />Hanson asked if charges for water availability were <br />made to undeveloped lots. <br />The City Administrator did not believe so, but <br />indicated that he would be prepared to answer questions <br />on water connection charges at the upcoming assessment <br />hearings. <br />The City Engineer suggested that prior to the <br />assessment hearings the City Council meet to do a <br />drive-through of the various projects. This way the <br />Council will be more familiar with the projects in <br />preparation for the hearings. <br />Page 20 <br />
