MINUTES <br />CITY COUNCIL <br />SEPTEMBER 22, 1993 <br />Council discussed the feasibility of the Engineer's <br />suggestion, pointing out that under the Open Meetinq <br />Law, such a drive-through would have to be publicized. <br />The City Administrator reported that he and the Mayor <br />would be meeting with a few of the property owners <br />involved in the projects where the situations are <br />somewhat unique in order to address any specific <br />concerns that these property owners might have. <br />CITY CENTER The City Administrator submitted a proposed City <br />USE POLICY Center use policy for adoption by the Council. The <br />Administrator recommended that the Ramsey County League <br />of Local Governments be added to the list of approved <br />users of the City Center. <br />Morelan suggested that the second page of the policy be <br />clarified to reflect that the City Center will be <br />supervised by an employee during for the duration of <br />any meeting which is open to the public. <br />Mr. Morelan introduced the following resolution and <br />moved its adoption: <br />RESOLUTION N0. 93-9-306 - ADOPTING THE CITY CENTER USE <br />POLICY AS PRESENTED BY THE COUNCIL INCLUDING THE <br />ADDITION OF RAMSEY COUNTY LEAGUE OF LOCAL GOVERNMENTS <br />AS AN APPROVED USER OF THE BUILDING AND CLARIFYING THE <br />SUPERVISION OF THE BUILDING BY A CITY EMPLOYEE DURING <br />PUBLIC MEETINGS POLICY TO BE EFFECTIVE JANAURY 1, 1994 <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (5) Morelan, Scalze, Hanson, Pedersen, LaValle. <br />Nays (0). Resolution declared adopted. <br />LIQUOR The City Administrator reported that City staff has <br />ORDINANCE surveyed surrounding cities with regard to the <br />regulation of outdoor sale and consumption of alcohol, <br />and it appears that Little Canada is more liberal on <br />this issue than other cities. The Administrator <br />suggested that if there is consensus to amend the <br />City's liquor ordinance, the City Attorney should be <br />instructed to draft an amendment for consideration by <br />the Council. <br />Pedersen asked if the liquor ordinance prohibited <br />someone from walking down a City street with a drink in <br />their hand. <br />It was thought that State law prohibited such activity, <br />and the Administrator pointed out that the City's <br />Page 21 <br />
