MINUTES <br />CITY COUNCIL <br />SEPTEMBER 22, 1993 <br />Scalze questioned how a site plan provides for controls <br />if there is no fence restricting access to the Gordies <br />volleyball court. People are sitting in cars and <br />drinking in the parking lot. <br />The City Attorney reported that if drinking is going on <br />outside the area described on the site plan, this is a <br />violation and the Sheriff can be called. <br />Morelan felt that the site plan would provide the <br />control the City needs, and did not feel the ordinance <br />needed to be amended. <br />Scalze stated that the last she heard, the City's <br />ordinance did not prohibit drinking in the parking lots <br />of liquor establishments. <br />The City Administrator reported that the ordinance <br />refers to the licensed premises, which is the entire <br />property. <br />Scalze asked if Hoggsbreath would be allowed to have <br />outdoor sales and consumption in their auxiliary <br />parking lot. <br />Mrs. Scalze introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 93-9-307 - TABLING ACTION ON THE OUTDOOR <br />SALE AND CONSUMPTION LIQUOR ISSUE UNTIL THE FIRST <br />MEETING IN DECEMBER, AND INSTRUCTING STAFF TO NOTIFY <br />THE ON-SALE LIQUOR ESTABLISHMENTS AS WELL AS PROPERTY <br />OWNERS WITHIN 150 FEET OF THE ON-SALE ESTABLISHMENTS OF <br />THIS MEETING <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5) Scalze, LaValle, Hanson, Pedersen, Morelan. <br />Nays (0). Resolution declared adopted. <br />DEER The Council reviewed the staff's survey regarding deer <br />CONTROL control measures in surrounding cities. It was pointed <br />OPTIONS out that the City of North Oaks appears to be the only <br />City practicing some kind of annual deer control <br />measures. Hanson reported that Slim Frattalone has <br />indicated that the DNR may be reimbursing property <br />owners for crop loss and damage due to deer. The <br />Administrator reported that a DNR controlled kill would <br />be fairly expensive given the fees, transportion and <br />insurance costs that would be involved. <br />Morelan pointed out that the area where the problem is <br />occuring has been farmed for years, and asked why the <br />problem has arisen this year. <br />Page 24 <br />
