MINUTES OF THE WORKSHOP MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />30, 1993 <br />Pursuant to due call and notice thereof a workshop <br />meeting of the Council of the City of Little Canada, <br />Minnesota was held on the 30th day of September, 1993 <br />in the Council Chambers of the City Center located at <br />515 Little Canada Road in said City. <br />Mayor Raymond Hanson chaired and called the meeting to <br />order at 7:00 P.M. and the following members of the <br />Council were present at roll call: <br />MEMBERS PRESENT: <br />Mayor <br />Council Member <br />Council Member <br />Council Member <br />Council Member <br />Mr. Raymond Hanson <br />Mr. Jim LaValle <br />Mr. Steve Morelan <br />Mr. Bob Pedersen <br />Mrs. Bev Scalze <br />ALSO PRESENT: <br />City Admin. <br />Cable TV Prod <br />Mr. Joel Hanson <br />Mr. Bill Bruce <br />1994 The City Administrator presented the proposed 1994 <br />BUDGET Budget, noting that a 5.23o increase in the net levy is <br />proposed. The Administrator began with a review of the <br />revenue portion of the budget. It was noted that at <br />the September 8th meeting a question came up regarding <br />how the Mobile Home Credit is calculated, and the <br />Administrator reported that he is working with the <br />County on clarifying that calculation. <br />Scalze asked about the excess Tax Increment Financing <br />revenue noted on page 5 of the Budget document, and <br />asked if those funds could be used for economic <br />development. Scalze noted that the Rice Street <br />redevelopment project currently under discussion may be <br />a good place to use these funds, and noted that the <br />project is in an TIF District. <br />The City Administrator replied that such a use is an <br />option, but it was not the intent of the Council to use <br />excess TIF funds for redevelopment projects when the <br />matter was first discussed. The excess TIF funds are <br />generated because of increases in the tax capacity <br />rate, and, in theory are just general tax dollars. <br />Page 1 <br />
