MINUTES <br />CITY COUNCIL <br />SEPTEMBER 30, 1993 <br />Morelan asked for an explanation of Intergovernmental <br />Revenue listed on page 4 of the Budget document. <br />The City Administrator pointed out the breakdown of <br />that revenue is listed on page 6 and includes Local <br />Government Aid, HACA, Mobile Home Credit, and Fire <br />State Aid. <br />Morelan asked why the HACA amount changed from the last <br />figures submitted to the Council at the September 8th <br />meeting. <br />The City Administrator reported that the reason for the <br />change is that HACA is a percentage of the general fund <br />levy compared to the total levy. When the total levy <br />amount was increased, the HACA amount changed. <br />Scalze asked if the revenue from the Recycling Grant <br />shown on page 6 would be used to offset the cost of an <br />intern. <br />The Administrator replied that the intern position <br />could be funded from the recycling grant dollars, <br />however, technically the intern proposed would be more <br />of an administrative intern whose duties would not be <br />restricted to recycling matters. <br />Morelan noted that revenue from Fines and Forfeits <br />listed on page 7 are down considerably. Morelan <br />commented that he did not believe that this was because <br />people were obeying traffic laws more, and stated that <br />he believed the City needed to enforce those traffic <br />laws. <br />The Administrator agreed that Fines and Forfeits <br />revenue is down, and this is due to the increasing <br />amount of calls in not only Little Canada, but other <br />contracting cities as well. Due to increasing calls, <br />the officers' time is being eaten up going from call to <br />call, and there is no time left for pro-active <br />patrolling. The Administrator reported that the <br />contracting cities and Sheriff's Department are in <br />discussions about this issue, and the Sheriff's <br />Department is preparing a grant application which would <br />provide dollars for additional law enforcement <br />personnel. There is the need for crime prevention <br />activities on the part of the Sheriff's Department, and <br />Page 2 <br />
