MINUTES <br />CITY COUNCIL <br />SEPTEMBER 30, 1993 <br />The City Administrator indicated the estimate of 160 <br />inspections at a rate of 3 hours per inspection times <br />the hourly rate to be paid the temporary fire <br />inspector. The Administrator reported that calculating <br />that amount and including PERA and FICA results in a <br />cost of between $5,600 and $5,700. <br />Morelan again indicated that this would show that <br />$6,000 is needed to be budgeted under contracted <br />services rather than $8,400. <br />LaValle asked about the salary to be paid the temporary <br />inspector. <br />The City Administrator replied that a report on the <br />fire inspector program would be presented to the <br />Council at its next meeting. However, based on the <br />Administrator's research into the salary issue, it was <br />his recommendation that the hourly rate be set at <br />$10.50. The Administrator reported that the risk in <br />hiring one temporary inspector is that their salary <br />would exceed a certain level in a year resulting in <br />liability on the part of the City for PERA when the <br />position is terminated. with more than one inspector, <br />the salary level to an individual would be likely to be <br />below the amount that would cause the City liability <br />for PERA. <br />Pedersen asked about hiring an independent contractor <br />to do the fire inspections. <br />The Administrator stated that he was not sure the <br />individuals who had expressed an interest in the <br />position would be interested on an independent <br />contractor basis due to liability concerns. <br />LaValle asked the Fire Marshal how many fire <br />inspections he had completed during the first 8 months <br />of 1993. <br />The City Administrator reported that that report would <br />be part of the submittals at the next Council meeting. <br />The Fire Marshal estimated that he has spent 240 hours <br />doing fire inspecting this year, which does not include <br />time spent doing follow-up letters and reports, nor any <br />time spent on continued follow-up and reporting on the <br />Grand Pre' fire. <br />LaValle asked how many on-site fire inspections of <br />existing businesses have been done in 1993. <br />The Fire Marshal replied that 160 have been done.
