MINUTES <br />CITY COUNCIL <br />SEPTEMBER 30, 1993 <br />Morelan stated that when you factor in the cost of <br />maintenance of storm sewers, the cost of a second <br />sweeping may not be so expensive. <br />Scalze suggested that these are the types of issues <br />that the Council should sit down with department heads <br />to discuss on a periodic basis. <br />The Superintendent suggested that it would be more <br />efficient for the Public Works Department to have its <br />own sweeper to clean up streets, rather than having to <br />delay clean-up due to the need for Council approval to <br />hire a sweeper. <br />Morelan indicated that it was his opinion that there <br />have been times when public land in the City has not <br />been maintained to his standards. There have been <br />times when he has noticed that Pioneer Park, the City <br />Center, and the Fire Station grass has been tall or <br />brown. Morelan indicated that he wanted to make sure <br />that Public Works had adequate resources in the budget <br />to do a better job of maintenance of public property <br />next year. <br />Hanson indicated that alot of this is the lack of <br />manpower as well as the wet summer. <br />The City Administrator replied that there is funding <br />for additional personnel allocated in the temporary <br />employee category. The Administrator also pointed out <br />the need to get temporary help on board in May and <br />extend that help through the month of September. <br />The Administrator also pointed out the need for the <br />City to be more inventive in its use of manpower, and <br />pointed out that one area that is being addressed to <br />lessen the demand on Public Works personnel is the <br />City's water meter reading system. A great deal of <br />time is spend reading water meters on a quarterly <br />basis. The Administrator reported that there would be <br />a report to the Council on this issue in the near <br />future. <br />Council reviewed the Storm Sewer, Street Lighting, <br />Recycling, and City Garage portions of the proposed <br />budget. <br />Council next reviewed the Parks & Recreation budget. <br />Scalze asked what category stipends for the Park & <br />Recreation Commission fell into, and it was pointed out <br />that the Travel, Schools & Conferences line items <br />reflected this expense. <br />Page 14 <br />
