MINUTES <br />CITY COUNCIL <br />SEPTEMBER 30, <br />1993 <br />Council reviewed the Street budget, and it was pointed <br />out that salary costs are allocated between the Street, <br />Water, and Sewer budgets. <br />LaValle asked about the effect of the new gas tax on <br />Public Works. <br />The City Administrator replied that fuel taxes were <br />looked at the staff made its best guesstimate on the <br />effect of fuel taxes on the budget. <br />The Public Works Superintendent pointed out that aging <br />City streets put a hirer maintenance demand on the <br />City. The Superintendent also noted that the City has <br />added and reconstructed streets recently, and newer and <br />reconstructed streets require very minimal maintenance. <br />Morelan pointed out the temporary employees portion of <br />the Street budget, and questioned the allocation of <br />parks maintenance personnel to this budget. Morelan <br />noted that the Administrator has indicated that a <br />year-end summary of maintenance costs would be <br />available so that the Council can see the allocation of <br />these temporary employees and how much time is spent <br />maintaining the City's parks facilities. <br />Scalze asked about street sweeping and whether it <br />should be done more frequently. <br />The Superintendent pointed out that the City does not <br />have a dump site where street sweepings can be stored. <br />During the spring sweeping, street sweepings are stored <br />on the Frattalone property where they are screened and <br />then mixed with salt and reused during the winter <br />months. However, to do a second sweeping without a <br />storage site would double the cost to the City since <br />sweepings would have to be hauled away. <br />Pedersen suggested that the debris collected from a <br />second sweeping would be have less volume than in the <br />Spring. <br />Public Works agreed and suggested that the amount of <br />debris collected in a second sweeping would be half the <br />volume as in the Spring. <br />Scalze asked about the impact of street debris on storm <br />sewers. <br />The Superintendent agreed that street debris does <br />negatively impact the storm sewers, and Public Works <br />frequently cleans catch basins to keep the storm sewers <br />running. <br />Page 13 <br />
