MINUTES <br />CITY COUNCIL <br />SEPTEMBER 30, 1993 <br />Scalze was concerned that the LCRA subsidy was being <br />reflected twice. <br />Morelan indicated that this was not the case pointing <br />out that fees reflected in the revenue column are <br />actual program fees paid by participants, and the LCRA <br />Subsidy is reflected at the top of page 45. <br />Scalze pointed out the surplus of revenue for some <br />programs, and asked why the City does not lower the <br />registration fee. <br />The Director indicated that due to the fluctuating need <br />for equipment replacement, he tries to average revenues <br />and expenses over a certain period of time to more <br />accurately reflect the cost of the program. The <br />Director reported that the registration fee for the <br />gymnastics program was dropped by $2 per registrant <br />because the trend of the last few year's showed the <br />program operating at a surplus. <br />The Director also pointed out that projection of 1994 <br />expenses and revenues were based on 1993 figures, <br />therefore, may not be an accurate reflection since the <br />projections do no account for the varying need for <br />equipment replacement among the various programs. <br />Scalze pointed out that the swimming lesson program is <br />operating at a surplus and suggested that there was a <br />need to decrease that registration fee. <br />The Director replied that it becomes even more <br />difficult to project expenses and revenues for a <br />program with a very small participation level since <br />expenses are fairly constant and would remain so even <br />if the number of participants increased by a <br />significant percentage. <br />Scalze pointed out that the intent was to make programs <br />pay for themselves. Scalze pointed out the large <br />deficit in the hockey program. <br />The Director replied that most of that deficit is made <br />up by LCRA since they have paid for ice time at a cost <br />of about $80 per child. <br />Scalze asked how registration fees are adjusted for <br />1994 programs when there is a deficit in a program <br />during 1993. <br />The Director replied that registration fees cannot be <br />adjusted based solely on what happens in one year, but <br />must be based on the track record of a program over a <br />Page 16 <br />
