MINUTES <br />CITY COUNCIL <br />SEPTEMBER 30, 1993 <br />trend that develops over a 2 to 3 year period. <br />Scalze asked if the $l0 per registrant subsidy provided <br />by the LCRA was applied with a broad brush over all the <br />programs. <br />The Director replied that this was not done, and that <br />he kept separate financial records for each program. <br />The Director reported that information such as <br />registration fees, number of registrants, LCRA subsidy, <br />and program expenses are kept for each individual <br />program. The Directors indicated that he had to the <br />dollar the amount of LCRA subsidy for each program. <br />The City Administrator suggested that if the Council <br />would like to see more detailed accounting for <br />recreational programming, that would be made available <br />to the Council. <br />Morelan pointed out that while expenses may vary from <br />year-to-year for each of the individual recreation <br />programs, revenues remain fairly constant. <br />Scalze felt that programs operating at a surplus should <br />have program fees reduced. <br />The Director again pointed out the situation where a <br />program could operate at a surplus in a given year <br />since few equipment purchases were needed, but at a <br />deficit in the next year when equipment replacement is <br />made. Therefore, a track record over a 2 to 3 year <br />period is needed for each program. <br />The City Administrator suggested that the Director <br />provide the Council copies of his detailed financial <br />sheets on each recreation program. The Administrator <br />noted that the cyclical expenses were not factored out <br />of the 1993 program expenses when projections were made <br />for 1994 expenses. <br />Pedersen suggested that it was difficult to know if a <br />program was operating at a deficit or not when the <br />Council does not know the LCRA subsidy for each <br />program. Pedersen felt that the Council needed to be <br />concerned with the bottom line. <br />Scalze stated that the LCRA subsidy was $10 per <br />registrant. Scalze was concerned that some programs <br />operating at a surplus were subsidizing programs <br />operating at a deficit. <br />The City Administrator suggested that staff refine the <br />individual program figures, but noted that until a <br />Page 17 <br />
