MINUTES <br />CITY COUNCIL <br />SEPTEMBER 30, <br />1993 <br />The Administrator replied that this was for repayment <br />of costs associated with construction of the City <br />Center related to Cable TV. <br />LaValle pointed out the overrun in salary costs <br />anticipated for 1993. <br />The City Administrator reported that salary costs <br />include Bill Bruce's salary as well as others who have <br />covered meetings in Bruce's absence. <br />The Administrator reported that there is currently a <br />lot of discussion on what will happen with franchise <br />fees, and the City will continue to monitor this <br />situation. <br />The Administrator pointed out that at its last meeting, <br />the Council called for the refunding of two bond <br />issues. There is an anticipated cost savings of <br />$75,000 per year which will result from the refunding. <br />The Council has two options for use of this money, one <br />would be to buy-down the debt levy, and the other would <br />be to use the funds for capital improvement items. <br />Morelan felt it would be nice to reduce the levy, but <br />felt that might be short-sited on the part of the <br />Council. <br />LaValle pointed out that there are still areas in this <br />proposed budget document which could be cut, and the <br />Council's has only just begun its review of the <br />document. <br />Scalze pointed out the City's #1 tax rating, and felt <br />that the Council needed to show a real effort in <br />cutting the budget. <br />Hanson pointed out the effect on the School District as <br />a result of the devaluation of the Rosedale Mall, and <br />Scalze asked the effect on the City's receipts when <br />Little Canada property owners appeal their taxes. <br />The City Administrator replied that there have been <br />situations where property owners have appealed their <br />taxes in Little Canada and won, but was not sure of the <br />exact effect on City receipts. The Administrator <br />suggested that he try to obtain additional information <br />on this. <br />Pedersen pointed out that the City's share of the tax <br />dollar collected in Little Canada is only 15%, <br />therefore, the effect of a decrease in property taxes <br />Page 23 <br />
