MINUTES <br />CITY COUNCIL <br />SEPTEMBER 30, 1993 <br />Administrator added to the Mayor/City Council category <br />under Miscellaneous. <br />Scalze asked when salary discussions would occur. <br />The City Administrator recommended that salary <br />discussions occur some time in November at a future <br />workshop meeting, noting that he had not prepared <br />detailed salary analyses at this point. <br />It was the consensus of the Council that the Mayor/City <br />Council category be decreased by the approximately <br />$3,200 in excess funds that the Administrator had <br />allocated under Miscellaneous. It was noted that there <br />was no specific use allocated for these funds, <br />therefore, they should be eliminated. <br />Council then reviewed the Elections portion of the <br />budget, with the City Administrator noting that there <br />is an election scheduled in 1994, and he had allocated <br />funds for one additional election judge due to the <br />volume of voters at one of the precincts. <br />The Administrator reviewed the Administration portion <br />of the budget, pointing out that funds have been <br />allocated for continuing the temporary employment of <br />Annette Freeman to organize the City's filing system. <br />Scalze asked about employee health insurance. <br />The City Administrator replied that at this point he <br />did not change the cap on the City's contribution <br />toward employee health insurance costs. Should health <br />insurance costs increase, the question is would the <br />employees pick up the additional costs. The City's <br />insurance agent is looking at alternative coverages as <br />well as premium payment by employees from pre-tax <br />dollars. Another option being investigated is the <br />shifting of life insurance dollars paid by the City for <br />employees to health costs. The Administrator noted <br />that life insurance paid for by the City would be <br />subject to income taxes but would not be if the <br />insurance is paid for by the employee. <br />Morelan pointed out that payment of health insurance <br />premiums with pre-tax dollars would have benefits not <br />only for employees, but the City as well. <br />The Administrator reviewed the City Attorney portion of <br />the budget noting that the big impact on this budget <br />has been the mandatory attendance of the City Attorney <br />at arraignments on a scheduled basis. $4,700 has been <br />added to the budget for this cost.
