MINUTES <br />CITY COUNCIL <br />SEPTEMBER 30, 1993 <br />reported that he has been trying to get other cities <br />interested in addressing this requirement, but has been <br />unsuccessful thus far. The Administrator reported that <br />the City Attorney has indicated that there is not much <br />outcome received from the expenditure of these <br />additional funds. <br />The Administrator then reviewed the City Engineer <br />portion of the budget. Scalze felt that staff has done <br />a good job in keeping consultant costs down. The <br />Administrator indicated that staff attempts to pass <br />consultant costs on to the appropriate projects the <br />costs are associated with. <br />Council then reviewed the City Planner budget as well <br />as the Insurance budget. The Administrator anticipated <br />a slight reduction in the City's insurance costs for <br />1994. <br />In reviewing the City Hall budget, the Administrator <br />noted that he has budgeted an additional $1,850 for <br />upgrading of cleaning services. The Administrator <br />indicated that he would like the flexibility of going <br />to a cleaning service. Frequency of cleaning has been <br />a problem, and the Administrator reported that the <br />individual who presently does the cleaning may not be <br />able to do the work on a more frequent basis due to <br />scheduling problems. <br />Council reviewed the Economic Development portion of <br />the budget noting the $10,000 that was added to this <br />category at the last budget meeting. Scalze indicated <br />that she would like to see excess TIF funds used for <br />economic development. <br />Pedersen asked about the expenditure of $5,700 for <br />economic development thus far in 1993. <br />The Administrator replied that these costs are <br />associated with the Rice Street redevelopment project <br />and costs involved in the development of the TIF plan <br />and consultants' fees. <br />Morelan pointed out that these costs would <br />theoretically be paid for by the project when it <br />proceeds. <br />Pedersen felt if there is the potential for a large <br />project in the City, the City should have funds set <br />aside for meeting with consultants, initial analysis, <br />etc. Pedersen agreed that once a project would <br />proceed, the costs would be paid for by the developer. <br />Hanson pointed out that the funds could also be used <br />Page 5 <br />
