MINUTES <br />CITY COUNCIL <br />SEPTEMBER 30, 1993 <br />in expense overage, and asked where the reserve balance <br />is reflected. <br />Boss indicated that he would have Jim Gustafson check <br />this out and would have a reply for the Council in the <br />future. <br />With regard to future capital improvements, Boss <br />indicated that the Fire Department has been analyzing <br />capital improvement needs and estimating costs. Boss <br />pointed out the decline of charitable gambling <br />revenues, which have been used in the past for capital <br />improvement items. The Fire Department has determined <br />that air tanks, radios, and turn-out gear will need to <br />be replaced within the next few years and plans have to <br />be made for these replacements. The Department has <br />looked at life of the equipment as well as replacement <br />costs. Sased on this analysis the Fire Department is <br />estimating that it will be necessary to set aside <br />$25,000 to $30,000 per year for replacement of air <br />tanks, radios, and turn-out gear in the next 8 to 9 <br />years. <br />Boss also reported that with regard to the replacement <br />of trucks based on the 5-year plan previously discussed <br />with the Council, estimated truck costs, and <br />anticipated price increases based on past increases, it <br />is estimated that $50,000 will be needed per year for <br />truck replacement. Boss indicated that given the Fire <br />Department's repayment to the City for the truck which <br />was recently purchased, and based on trade-in value of <br />the 1969 pumper, the Fire Department anticipates it <br />will have a 570,000 shortage for replacement of the <br />1969 pumper. <br />Scalze asked if the Fire Department has a new truck <br />coming in. <br />Boss replied that based on the 5-year replacement plan <br />previously discussed, the 1969 pumper is scheduled for <br />replacement at 25 years old. <br />Scalze noted that the Council has made no decisions on <br />the replacement schedule, and asked if the Fire <br />Department was in the process of purchasing a new <br />truck. <br />The City Administrator reported that a committee was <br />established to evaluate the purchase and get a capital <br />replacement schedule finalized. once that work had <br />been done, the issue was to go back to the Council. <br />The Administrator reported that the Chief has indicated <br />the need to replace the pumper in 1995 and the <br />Page 8 <br />
