MINUTES <br />CITY COUNCIL <br />SEPTEMBER 30, 1993 <br />finalize that amount prior to certification of the <br />Budget to Ramsey County in December. <br />Scalze noted that $7,650 is the minimum contribution <br />required by the City in order to maintain current <br />pension levels. <br />The City Administrator reported the need to plan for <br />future retirements in order to maintain pension levels <br />since retirements can have a dramatic impact on fund <br />balances. <br />Dick Boss, Fire Chief, appeared before the Council. <br />Boss reported that he has met with the City <br />Administrator several times on the issue of the Fire <br />Relief benefit as well as done a lot of research into <br />this issue. Boss reported that the membership of the <br />Fire Department is in discussions on this issue and <br />should be prepared to present their funding request to <br />the Council by the second week in October. <br />It was the consensus of the Council that a workshop <br />meeting should be held with the Fire Department to <br />finalize this issue, and that the workshop date be <br />determined at the October 13th Council meeting. <br />The Administrator noted that the State's contribution <br />to pension benefits has been declining somewhat, and <br />plans need to be made to address this downward trend. <br />The Administrator noted that the proposed 1994 Fire <br />Department budget shows a 3.1% increase over the 1993 <br />Budget. The Administrator also noted that he has not <br />included capital outlay items in the budget, and felt <br />that it was imperative that the City become more <br />pro-active in this area. <br />Scalze noted that as part of the 1993 Budget the City <br />reimbursed the Fire Department for a depletion of <br />reserves which occurred during 1992. Scalze asked <br />where this shows $11,500 shows up in the budget. <br />The Administrator reported that it is reflected in the <br />City's 1992 actual figures. The $11,500 was posted in <br />1992 and is reflected in the $137,917 actual 1992 <br />expenses for the Fire Department. <br />Morelan indicated that the $11,500 was the amount the <br />Fire Department was over budget, therefore, the $11,500 <br />was used to offset the expense overage. <br />Scalze recalled that the Fire Department had indicated <br />that they had used reserve funds to cover the $11,500 <br />Page 7 <br />
