MINUTES <br />CITY COUNCIL <br />OCTOBER 12, 1993 <br />Karen Scogin, 2996 Edgerton, reported that the <br />assessment roll reflects a$75 service charge for her <br />property, and Scogin reported that her home was not <br />connected to the water main. <br />John Schwabach, 2680 Edgerton, asked how long the <br />City's $300 water availability charge has been in <br />effect. <br />The City Administrator estimated the WAC charge to <br />exist since the late 1970's. The money collected from <br />that charge is put in the debt service account to help <br />retire debt on the City's water system. This charge <br />has been assessed in the past, but due to benefits <br />received concerns, is not being assessed any longer. <br />Morelan indicated that while he might not support the <br />enactment of a$300 water availability charge today, <br />this charge has been paid by 80% of the property owners <br />in the City. Therefore, it is only fair to expect the <br />property owners just connecting to City water main to <br />paid the charge. <br />Paul Gerber, 2951 Edgerton, asked about the assessment <br />of large lots. <br />The City Administrator reported that typically water <br />main improvements are assessed on a front foot basis or <br />a per lot basis. In the case of the Edgerton <br />improvement, since there are some large frontages as <br />well as some very small frontages along Edgerton, a <br />combination of a per lot and front footage assessment <br />rate has been determined. <br />Paul Gerber reported that the ditch in front of his <br />property along Edgerton is not draining. Gerber has <br />contacted the County about this problem, and will be <br />making additional efforts to try to get the County to <br />improve the ditch system. Gerber suggested that before <br />the restoration work is done in connection with the <br />Edgerton improvement, the City allow him some time to <br />work with the County on this issue. Gerber estimated <br />that the ditch problem extends some 4 to 5 lots south <br />of his property as well as north along Edgerton to <br />Al1en Avenue. <br />The City Engineer felt that some time could be allowed <br />for before restoration is completed, as long as the <br />adjacent property owners do not object. However, if <br />the County indicates that they will not be addressing <br />the problem within the next year, the restoration work <br />should proceed. The Engineer indicated that he would <br />look at the ditch. <br />Page 19 <br />
