MINUTES <br />CITY COUNCIL <br />OCTOBER 12, 1993 <br />below the $53.93 per lineal foot estimated at the <br />improvement hearing. The Administrator agreed that the <br />more favorable rate is a result of good bid prices and <br />the City's new street assessment policy. In the street <br />assessment policy, the City tried to equalize City <br />improvement costs on a City-wide basis feeling that the <br />cost of improving a street to the property owners <br />should be relatively equal regardless of location. The <br />Administrator reported that the City attempted to <br />equalize the assessment rate by assessing for a <br />standard street section of 8 inches Class V, 3 inches <br />bituminous, 30 feet wide, with the property owner <br />picking up 85% of that cost and the City 15%. Curb and <br />gutter would be assessed at 100% of the cost. The <br />Administrator reported that the LaBore Road improvement <br />has a greater section than 8"/3 " and is wider than 30 <br />feet, however, the property owners are being assessed <br />for 85% of the cost of this standard section. The <br />costs over and above that are paid by the City. <br />However, LaBore Road is a State-Aid road, therefore, <br />the City is using State-Aid funds to pick up a large <br />portion of the City's costs of the project. <br />The City Administrator pointed out that based on <br />application of the actual assessable footage, the <br />amount to be assessed is $81,139. However, the street <br />assessment policy provides for a modified assessable <br />lineal footage provision. That is, based upon the <br />assumption that a typical street project will have a <br />minimum of 75% of the lineal frontage of a street that <br />is assessable. Under the modified assessable lineal <br />footage provision, should there not be a minimum of 75% <br />of assessable street frontage on a particular street, <br />the assessment is spread out as if there were. This <br />provision helps to equalize street assessments across <br />the City. City funds would be used to pay the <br />difference when the modified assessable footage <br />provision is applied. For the LaBore Road project, <br />this factor was utilized. <br />The City Administrator reviewed the assessment roll for <br />the LaBore Road improvement, and pointed out that the <br />assessment for 525 LaBore Road had to be recalculated. <br />The preliminary assessment roll assumed that 525 LaBore <br />Road was a subdividable lot, with the lot oriented <br />towards Vanderbie Street. After further review it was <br />determined that subdividable lot would have to be <br />oriented toward LaBore Road, since it would be <br />Page 2 <br />
