MINUTES CITY COUNCIL OCTOBER 12, 1993 requirements, interest is charged for the entire succeeding year. Enhelder asked if speed signs would be installed on LaBore Road reporting that there is a speeding problem on that street. The City Engineer replied that traffic signs are included in the project, and he would contact Public Works about the installation of these signs. James Herford, 552 LaBore Road, reported that he has been unemployed for most of this year, and asked if there was any way to hold off on the assessment until the economy changes. The City Administrator reported that the City has the senior citizen deferment as well as development deferment options. However, he was not sure if any statutory authority existed for additional deferments. The City Attorney replied that the Statute allows for deferral under the two criteria outlined by the Administrator. Scalze sympathized with the problem, but stated that there does not seem to be a mechanism for the City to address it. Scalze pointed out that the City is proposing to spread the assessment out over ten years, and that interest rates are low. The City Administrator reported that he can calculate the exact impact of the assessment for Mr. Herford.
