MINUTES <br />CITY COUNCIL <br />OCTOBER 12, 1993 <br />requirements, interest is charged for the entire <br />succeeding year. <br />Enhelder asked if speed signs would be installed on <br />LaBore Road reporting that there is a speeding problem <br />on that street. <br />The City Engineer replied that traffic signs are <br />included in the project, and he would contact Public <br />Works about the installation of these signs. <br />James Herford, 552 LaBore Road, reported that he has <br />been unemployed for most of this year, and asked if <br />there was any way to hold off on the assessment until <br />the economy changes. <br />The City Administrator reported that the City has the <br />senior citizen deferment as well as development <br />deferment options. However, he was not sure if any <br />statutory authority existed for additional deferments. <br />The City Attorney replied that the Statute allows for <br />deferral under the two criteria outlined by the <br />Administrator. <br />Scalze sympathized with the problem, but stated that <br />there does not seem to be a mechanism for the City to <br />address it. Scalze pointed out that the City is <br />proposing to spread the assessment out over ten years, <br />and that interest rates are low. <br />The City Administrator reported that he can calculate <br />the exact impact of the assessment for Mr. Herford. <br />The City Attorney pointed out that due <br />in the assessment for 525 LaBore Road, <br />the property owner is not present this <br />his recommendation that the hearing be <br />tomorrow to give the City time to cont <br />owner, explain the situation, and give <br />owner an opportunity to object. <br />to the increase <br />and given that <br />evening, it was <br />continued to <br />~ct the property <br />the property <br />Mr. Morelan introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 93-10-314 - CONTINUING THE ASSESSMENT <br />HEARING ON IMPROVEMENT N0. 92-5, LABORE ROAD STREET <br />IMPROVEMENT, UNTIL WEDNESDAY, OCTOBER 13, 1993 AT 7:30 <br />P.M. <br />The foregoing resolution was seconded by Pedersen. <br />Ayes (3) Morelan, Pedersen, Scalze. <br />Nays (0).
