MINUTES <br />CITY COUNCIL <br />OCTOBER 12, 1993 <br />ASSESSMENT Scalze opened the public hearing to consider the <br />HEARING assessment for the improvement of Vanderbie Street <br />IMP. NO. lying between the north line of LaBore Road and the <br />92-1i south line of Allen Avenue, and Allen Avenue lying <br />VANDERBIE/ between the east line of DeSoto Street and the west <br />AT•T•EN AVE. line of Edgerton Street by storm sewer, water main, <br />concrete curb and gutter, and street reconstruction. <br />The amount proposed to be assessed is $307,609.00. <br />The City Engineer presented the summary of costs <br />pointing out that at the improvement hearing total <br />projects costs were estimated at $621,696, of which the <br />assessed amount was $458,180 and the City's cost was <br />$163,516. Due to favorable bids and application of the <br />City's new street assessment policy, final project <br />costs are $486,038, of which assessed costs are <br />$307,609 and City costs are $178,429. <br />The Engineer pointed out that at the improvement <br />hearing an assessment rate of $75.77 per front foot was <br />estimated for streets, curb and gutter. Water main was <br />estimated at $2,301.92. Based on the final project <br />costs and application of the street assessment policy <br />that rate is now $42.36 per front foot for street costs <br />and $2,280.86 per lot for water main The Engineer also <br />pointed out that there is an additional $75 service <br />connection charge for nine lots with existing copper <br />service in their yards which were connected to the <br />water main by the contractor. <br />The City Administrator explained the assessment rate, <br />pointing out that it is less than originally estimated <br />due to good bid prices and adoption of the new street <br />assessment policy. As part of development of that <br />policy, the City did not believe it fair to assess at <br />$75.77 per lot for street reconstruction in one area of <br />the City and at $50 per foot in other areas. <br />Therefore, an equalized rate was needed throughout the <br />City. The City developed a standard street section <br />which consisted of 8 inches of Class V and 3 inches of <br />bituminous. In the case of Vanderbie Road, 12 inches <br />of Class V were installed, however, property owners are <br />only being assessed their share of the standard 8 inch <br />section. The standard street section also included a <br />30 foot wide street. Allen Avenue was improved at a 32 <br />foot width due to access issues to Pioneer Park, and <br />the City is picking up the additional width costs. The <br />Administrator reported that the Council also decided to <br />assess property owners 850 of the cost of the standard <br />street section, with the City picking up 150. On <br />Vanderbie and Allen fabric and drain tile were also <br />installed and those costs were paid for by the City. <br />The Council decided that new curb and gutter would be <br />assessed at 100% of the cost. <br />Page 5 <br />
