MINUTES <br />CITY COUNCIL <br />OCTOBER 12, 1993 <br />The City Administrator reported that there were <br />$195,172 in street costs to assess, which were divided <br />over 4607.90 lineal feet for a rate of $42.36 per front <br />foot. The Administrator reported that most lots are <br />assessed based on the front footage, however, corner <br />lots are assessed at 100% of front footage, with a 20% <br />assessment for sideyards. If a lot is subdividable, <br />there are a number of factors that are involved in <br />determining the frontage to be assessed. Rectangular <br />lots where the long frontage abuts the street and the <br />depth of the lot is shallow are assessed based on the <br />retangular lot formula outlined in the street <br />assessment policy. The Administrator reported that the <br />street assessment policy is fairly long and detailed, <br />but the policy does provide for more equitable <br />treatment of all properties throughout the City. <br />The Administrator reported that the cost of water main <br />is assessed to property owners based on the costs of a <br />standard 6-inch main. If an over-sized main is <br />required to provide City-wide benefit to the system, <br />the City picks up the cost difference between the <br />6-inch and 8-inch main. There were $111,762 in water <br />main costs to assess, and these are divided amount 49 <br />lots for a per lot assessment of $2,280.86. The <br />Administrator pointed out that the cost of the Edgerton <br />water main improvement was higher due to restoration <br />costs involved in that project. On the Vanderbie/Al1en <br />Avenue project, there were no restoration costs <br />associated with water main since the street was being <br />reconstructed. The Administrator also pointed out the <br />service connection fee of $75 for those homes which had <br />existing copper in their yards and which were connected <br />to water main by the contractor. <br />The City Administrator then explained the permit fees <br />associated with connection to City water main. The <br />Administrator reported that at a previous neighborhood <br />meeting he had overlooked the City's $300 water <br />availability charge when informing property owners <br />about the fees. The water connection fees are as <br />follows: <br />Water Availability Charge $300.00 <br />3/4" Water Meter 108.00 <br />Outside Water Permit 20.00 <br />Inside Water Permit 10.00 <br />Water Turn-On 10.00 <br />State Surcharge .50 <br />Total $448.50 <br />The Administrator pointed out that for lots that are <br />potentially subdividable, there is the potential for a <br />Page 6 <br />
