MINUTES <br />CITY COUNCIL <br />OCTOBER 13, 1993 <br />consistency issue to consider in that other assessments <br />would be spread for 10 years. <br />The City Administrator reported that the initial <br />assessment notice to Mr. and Mrs. Becker, 551 Allen <br />Avenue, did not include notice for the second water <br />service for their developable lot along Allen Avenue. <br />Mr. and Mrs. Becker have been informed of this <br />additional cost, and they have some concern about <br />whether or not it is appropriate. <br />Mr. and Mrs. Becker, 551 LaBore Road, pointed out that <br />at last night's meeting they read a statement objecting <br />to the assessment of their property in the amount of <br />$15,337. The Becker's indicated that they feel the <br />assessment is too high for the amount of benefit they <br />are receiving. <br />The City Administrator reported that Mr. and Mrs. <br />Becker have the right to appeal their assessment, and <br />have filed a written objection to the assessment. <br />There is the deferral option available to the Becker's <br />for the developable lot on Al1en Avenue. The <br />Administrator suggested that the City has the option of <br />either deferring the water main connection assessment <br />for developable lots with interest, or can delete this <br />assessment to be paid as a connection charge at the <br />time the second lot would connect to water main. In <br />either instance, interest would continue to accrue. <br />The Administrator pointed out that the cost of the <br />second connection is $2,280 for the Becker property. <br />If the lot is never developed, the charge would never <br />be paid, and under the connection charge option, it <br />would not show up as a lien against the property. <br />Mr. Becker pointed out that his property is being <br />assessed for two water connections, which makes the <br />full frontage assessable. A few years ago, the City <br />refused to divide the property, but now when it is to <br />the City's advantage, they are assessing the property <br />for two lots. Becker reported that the assessment will <br />cause his 1994 taxes to increase by $2,702, resulting <br />in property taxes over $5,000 for a$100,000 house. <br />Scalze pointed out that the $15,337 in assessments <br />includes a water main assessment for a lot the Becker's <br />own on Edgerton Street. The Becker property is being <br />assessed $12,397.56 for the Allen Avenue improvement. <br />Mrs. Becker indicated that they are not protesting the <br />water main assessment for their Edgerton Street lot. <br />Scalze pointed out that when the Becker's first applied <br />Page 13 <br />
