MINUTES <br />CITY COUNCIL <br />OCTOBER 27, 1993 <br />in keeping volunteers truly excited. <br />LaValle asked if the Roseville Area Senior Program <br />reimbursed the School District for staff salaries. <br />LeBarron replied that that was correct. The Program <br />has an arrangement with the School District for use of <br />three employees, and portions of salaries and benefits <br />are reimbursed. <br />Scalze pointed out that the City is being asked to fund <br />12% of the Blockworker Outreach Program, while the City <br />is getting 9.6% of the benefit of the program. Scalze <br />again stated that the City is being underserviced. <br />Morelan agreed, and asked how seniors are identified <br />for the program. <br />LeBarron replied that there are a number of ways of <br />identifying and informing seniors of the program. One <br />is through articles in the media, another is <br />identification of neighborhoods through conversations <br />with individuals where it is thought that there is a <br />large number of older adults. <br />Scalze reported that she and the former Fire Chief had <br />informed LeBarron of high concentrations of seniors in <br />the area around St. John's Church as well as in the <br />Terrace Heights Mobile Home Court. <br />LeBarron reported that once individuals are identified, <br />they are contacted to determine if they have an <br />interest in the program. LeBarron also reported that <br />some school districts include everyone within their <br />district over the age of 55 on a mailing list to <br />receive information about senior programs. <br />Morelan stated that he hoped the below average <br />participation within the City was because seniors did <br />not need the service rather than did not know about it. <br />LeBarron responded that it was her guess that there are <br />people out there that do need the service. <br />Morelan pointed out information supplied the Council <br />indicates that there are two volunteers in Little <br />Canada helping with the Blockworker Outreach Program, <br />and he hopes there are more people out there who would <br />donate their time. <br />Scalze reported that the City had tried to identify <br />volunteers through articles in the City's newsletters. <br />Page 13 <br />
