MINUTES <br />CITY COUNCIL <br />OCTOBER 27, 1993 <br />be obtained from the plat for Little Canada Road. The <br />additional road easement is a part of the County's <br />master road plan and this is a standard recommendation <br />on the part of the County. The County has indicated <br />that the issue is at the City's discretion. The <br />additional easement could be used for expanding the <br />road or for a pedestrian system. The Administrator <br />reported that City staff has reviewed this <br />recommendation and finds the additional 10 feet of road <br />easement to be unnecessary, pointing out the recent <br />improvement of Little Canada Road and its paved <br />shoulders. The Administrator also pointed out the <br />adverse effect on the Green Value Addition plat since <br />the additional road easement would result in vaYiances <br />for the two corner lots, or the plat to be redrawn. <br />The Administrator also felt that requiring additional <br />right-of-way from adjacent properties would adversely <br />effect those properties as well. <br />Mr. LaValle introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 93-10-252 - APPROVING THE DEVELOPMENT <br />AGREEMENT FOR THE GREEN VALUE ADDITION AND AUTHORIZING <br />THE MAYOR AND CITY ADMINISTRATOR TO EXECUTE THE <br />AGREEMENT ON BEHALF OF TAE CITY AND FURTHER INDICATING <br />THE CITY COUNCIL'S ACCEPTANCE OF THE RECOMMENDATION OF <br />STAFF TO FOREGO THE REQUIREMENT OF AN ADDITIONAL 10 <br />FEET OF ROAD RIGHT-OF-WAY ALONG LITTLE CANADA ROAD FOR <br />THIS PLAT <br />The foregoing resolution was duly seconded by Pedersen. <br />Ayes (5) LaValle, Pedersen, Aanson, Morelan, Scalze. <br />Nays (0). Resolution declared adopted. <br />FIRE The City Administrator reviewed the request of the Fire <br />RELIEF Relief Association for an amendment to their by-laws. <br />BY-LAW The Administrator reported that the amendment provides <br />AMENDI+~1T for the payment of pension benefits pro-rated monthly <br />for fractional years of service. The effect of this <br />change is an increase in the unfunded liability of the <br />pension fund. State Law requires that the Council <br />approve any by-law change which increases the liability <br />of the fund. <br />Morelan pointed out that in the long run this change <br />could decrease the liability of the fund. <br />The Administrator replied that the amendment change <br />does effect the stability of the fund, therefore, the <br />Council must take action on the change. <br />Page 20 <br />
