MINUTES <br />CITY COUNCIL <br />NOVEMBER 15, 1993 <br />Administrator pointed out that the advantage to the <br />City is knowing who is responsible for after-hours <br />calls for any given week, and a quicker response time. <br />The Administrator reported that Public Works personnel <br />was asking for a higher amount of compensation. <br />However, the Administrator suggested that at a higher <br />rate of compensation, and given the limited frequency <br />of call-outs, the cost may be too high to the City. <br />Hanson asked if the $25 per week compensation was for a <br />7-day week. <br />The Administrator replied that it was. <br />LaValle asked if there was a call-out if Public Works <br />personnel would receive the $25 per week plus the <br />hourly rate for the work done. <br />The Administrator replied that that was the proposal. <br />The City is currently compensating for call-outs at a <br />2-hour minimum. Public Works is estimating a response <br />time of a maximum of 1/2 hour under the pager system. <br />The Public Works Superintendent reported that the <br />Public Works crew began the pager system in 1989 when <br />the water tower was taken off-line due to its beinq <br />repainted. The pager is being rotated on a weekly <br />basis among the crew. This has helped to equalize <br />overtime, and has quickened the City's response time to <br />call outs. The crew is asking for compensation for <br />carrying the pager since they must somewhat alter their <br />lifestyles and make themselves available for call-outs <br />after hours during their assigned week. <br />Scalze asked the frequency of after-hours call-outs. <br />The Superintendent estimated call-outs to occur at <br />least once every two weeks. <br />LaValle stated that he had no problem with staff being <br />compensated for the time they are working, but objected <br />to paying staff for on-call duty. LaValle pointed out <br />that the Fire Department and the Sheriff's Department <br />personnel are also on-call, and are not compensated. <br />LaValle felt that certain types of jobs were subject to <br />this type of duty. LaValle stated that he had no <br />problem with paying overtime for the time spent on an <br />after-hours call. <br />The Superintendent reported that pagers were not part <br />of the job when the crew was hired, and pointed out <br />that they had asked for more than $25 per week in <br />compensation.
