MINUTES <br />CITY COUNCIL <br />NOVEMBER 15, 1993 <br />Hanson asked if Tax Increment Financing impacted the <br />property tax situation. <br />The City Administrator pointed out the "but for" test <br />of Tax Increment Financing which is that development <br />would not have occurred but for this assistance. Under <br />TIF, properties continue to generate the same tax level <br />as they did when undeveloped, and the additional taxes <br />generated by the development are captured and used to <br />assist the project. <br />Scalze suggested that since estimated tax statements <br />are goinq out, the City get a definitive statement from <br />the County Property Tax Department indicating why the <br />figures on the statements are what they are. <br />The Administrator pointed out the effect that valuation <br />increases can have on property taxes, and also <br />indicated that there may be some type of <br />across-the-board increase. The Administrator indicated <br />that he would contact the County to determine if there <br />are some answers to help better explain the situation. <br />Scalze indicated that she could not recall in the past <br />the County's increase being lower than the City's. <br />The Administrator pointed out that the number that was <br />certified to the County as the City's proposed increase <br />was over 50. <br />The next area discussed was that of wages. The <br />Administrator reported that he is proposing 2.5% <br />increases for the three positions that had salary <br />freezes in 1992. Two of those salary increases are <br />subject to goal attainment. The Administrator pointed <br />out the salary scales for the remaining positions, <br />noting that these scales were adopted as two-year <br />scales last year, and he is proposing no adjustments to <br />the scales at this time. <br />The Administrator also pointed out that the Public <br />Works staff is requesting to be compensated for <br />carrying pagers for on-call duty. The Administrator <br />recommended compensation in the amount of $25 per week <br />for individuals carrying the pager. The Administrator <br />reported that there are cities which pay more for <br />on-call availability, and others which pay less. The <br />Page 2 <br />
