Mr. Ucban added that restrictions applying to wetland use include not changing the elevation <br />of a heavily forested area if it is cleared. If wedand is treeless, it can be cultivated, smoothed <br />over, seeded, but no major excavation can be done. <br />Stan Martin, 289 Twin Lake Trail, asked if there is a possibility that the St. Paul Water <br />Utility would be willing to sell land to the City. <br />Mayor Hanson stated that there is a 20-acre tract of land on Counhy Drive and Rice near <br />Levitz and Knox that Little Canada has tried to purchase from the St. Paul Water Utility, and <br />the St. Paul Water Utility is not at all interested. <br />Garceau stated that in all the years he has been in the area, he has never known the St. Paul <br />Water Utility to sell land. Like any other city, the St. Paul Water Utiliry maintains its own <br />land. The City of Vadnais Heights discussed land purchase before even becoming a city and <br />they would not sell. <br />Mr. Martin suggested adding onto the picnic area already maintained by the St. Paul Water <br />Utility, effectively creating a la~•ger park; or considering a large portion of land nea~• the <br />railroad tracks that is a high, flat cornfield. The Costa family may be willing to sell it, and it <br />would make an ideal ball field. <br />Mr. Walsh stated that the Vadnais Heights Park Commission did initially consider this site <br />adjacent to the St. Paul Water Utility, but there is a slope of approximately 15 feet, which <br />separates Water Utility land from adjacent land. The location presently being considered has <br />advantages of natural buffers to separate public use from private grounds and is located <br />outside of any wetland boundaries. <br />Mrs. Cora Remerowski, 253 Twin Lake Trail, stated that the proposed park site does not <br />address trafFic issues, with people trying to turn around at the pa~~k entrance and dLOp off <br />children. She would not want her son or daughter riding a bike on that road with all the <br />added traffic. <br />Mr. Walsh stated that there is good visibility in both directions on the road, but a Traffic <br />Engineer's report would need to be done. <br />Scalze asked if the Vadnais Heights Park Commission discussed Option C, where Little <br />Canada accepts cash and Vadnais Heights accepts a land dedication. <br />Mr. Walsh stated that Option C was not discussed fully. He is listening to both City Councils <br />for direction to take back to the Park Commission. <br />Pedersen asked if the Little Canada Park Commission has discussed this development. <br />5 <br />
