Mr. Wehrle stated that only the concept of a townhome development was discussed. The <br />Commission did decide at thac time to accept a cash dedication. The Commission felt the <br />park issue should be discussed at the Council level first. He stated his preference for a single <br />family home development in Little Canada. He emphasized the importance that both cities <br />work together to come up with a comprehensive solution to any impact on Twin Lake. <br />Development is going to happen, and both cities need to be prepared to conu•ol it. <br />Mr. Remerowski stated that the lake will be impacted by the number of people allowed <br />access and will affect property values if a public access is added. It is too small for public <br />access. He bought his property with the understanding that the lake is private propei~ty. <br />Residents realize that the land around the lake will be developed, but to allow public access is <br />wrong and would be an injusdce. Forcing a park on cun•ent residents is wrong. - <br />Pedersen asked if restricted access would be acceptable> such as sailboats and canoes. <br />Mr. Remerowski stated that he would have no problem with restrictions but would still not <br />want to see a lot of people have access to the lake. <br />Mr. Walsh stated that the lake will be a draw for people. With no public access, there will <br />be a"goat path" development to access the lalce. <br />Mr. Mike Ross, Chairman Park and Recreation Commission, Vadnais Heights, empathized <br />with residents' concerns. However, he would like to get away from the idea of a"goat path" <br />and trespassing. Kids have been fishing on the lake for years, sneaking across private <br />property to do it. This is an opportunity to provide a limited access for that type of <br />recreational activity. <br />Mr. Sommer asked the number of tennis courts and ball fields that are being planned. <br />Mr. Walsh stated that the 3-acre site could accommodate a ball field and tennis courts. It is <br />being planned as a neighborhood park. <br />Scalze asked if all the trees would be removed. <br />Mr. Walsh stated that some trees would be removed, mostly spruce. <br />Mr. Herbst stated that he hopes to give access to people who live off the lake, even though he <br />realizes there are a group of neighbors present who do not want public access to the lake. He <br />envisions lake access to be strictly controlled by the homeowners association for residents <br />only. If single family homes are built with private docks, he would apply to the City for an <br />access for homes not on the lake. <br />Mr. Wehrle asked whether the association community would be willing to restrict surface <br />water use. <br />6 <br />
