Mr. Herbst stated that ponds are not generally in wetland areas. He pointed out proposed <br />pond locations on the map. <br />Mr. Steve Morelan asked if all the utilities are underground. <br />Mr. Herbst replied, yes. He added that the Association will have strong architectural <br />covenants with no outside storage of boats> snowmobiles, trailers, no satellite dishes. Such <br />resuictions will add to the physical appearance. His company, Pemtom and Pratt Homes have <br />a track record of building high end, structural quality neighborhoods. <br />Mr. Len Pratt, Pratt Homes, stated that one of the puiposes of the meeting is to bring some <br />closure to these issues which have been discussed for a long time. - <br />Scalze stated that the Little Canada City Council has not seen a development proposal for <br />Little Canada. The development issue and the park issue go together. She suggested a single <br />family home development with a homeowners' association limiting access to the lake. <br />Mr. Pratt stated that the common objective is to make sure that whatever develops, the lake <br />will be taken into account. The clustered home proposal limiting the number of docks on the <br />lake does take the lake into account. <br />Mr. Sommer stated that that is the R-2 issue that was voted down. An R-1 plan has not <br />been presented. <br />Mr. Pratt responded that people who buy individual lots expect to be able to have their own <br />dock and boat to use as they please with the same rights as anybody else. His objective is to <br />make sure use of the lake is aligned with what is good for existing homeowners and for the <br />City. A townhome development with restricted lake use would be the best possible plan. <br />The most environmentally sensitive approach is to cluster houses on the Litde Canada site in <br />order to leave the trees and shoreline as unaffected as possible. The two cities can work out <br />the issue of the park. Single family homes could be developed on the Vadnais Heights <br />portion with restrictions on the lake and restrictions of shoreline development. <br />Mr. Remerowski asked how townhome residents will pay attention to the restrictions when <br />existing homeowners are using their boats. <br />Mr. Herbst stated that the restrictions are recorded on the deed to their propei~ty. <br />Mayoz~ Hanson stated that no matter what rule is in place, it comes down to a matter of <br />enforcement. There are limits to how much the City can enforce. Little Canada should not <br />worry about a park that will be used by Vadnais Heights residents. Property values will not <br />go down because the lake is too small to attract many people. <br />Mr. Remerowski stated that because of the park, public access is being forced upon existing <br />8 <br />
