MINUTES <br />CITY COUNCIL <br />NOVEMBER 24, 1993 <br />DEER Randy Thill, 689 East County Road E, Vadnais Heights, <br />CONTROL appeared before the Council requesting permission to <br />hunt deer by bow and arrow on the Slim Frattalone <br />property on Centerville Road. Thill reported that Mr. <br />Frattalone has experienced a good deal of crop damage <br />as a result of the deer population in the area. <br />Mr. Frattalone reported that the deer got approximately <br />3/4ths of his crop last year. <br />Hanson asked if the City would incur any liability by <br />allowing the taking of deer by bow and arrow in the <br />event there was a mishap. <br />The City Attorney replied that he did not believe the <br />City would be liable as long as the City was not <br />actively involved in the hunt. <br />LaValle asked if hunting by bow and arrow could be <br />allowed by special permit or if the City's ordinance <br />would have to be amended. <br />The City Attorney replied that the existing ordinance <br />does not allow the discharge of a lethal weapon with <br />City limits, therefore, the ordinance would have to be <br />amended to allow bow and arrow hunting. <br />Thill reported that he is an experienced hunter and <br />that his family would help with the hunt to address the <br />problem expediently. Thill reported that the DNR has <br />indicated that allowing bow and arrow hunting is <br />entirely up to the City. <br />LaValle reported that an experienced hunter has <br />informed him that only one hunter should be allowed for <br />the size of the area involved. LaValle sympathized <br />with Mr. Frattalone's problem, but indicated that he <br />would not support a permit for 2 or more hunters. <br />LaValle also indicated that all regulations of the DNR <br />should be adhered to. <br />Thill reported that the DNR allows the taking of 5 deer <br />in the zone that includes the Metro area. Thill also <br />reported that the City of Vadnais Heights has issued <br />permits to two hunters. Thill pointed out that he <br />would be allowed only one deer management tag, <br />therefore, other hunters would have to be allowed in <br />order to take more than one deer. Thill also felt that <br />for safety reasons a hunter should not hunt alone. <br />Hanson asked if the City could limit the geographic <br />area that would be allowed to be hunted. <br />Thill reported that the DNR has indicated that the City <br />Paqe 4 <br />
