MINUTES <br />CITY COUNCIL <br />NOVEMBER 24, 1993 <br />also did not feel that allowing bow and arrow hunting <br />on the Frattalone property will get rid of all the <br />deer, pointing out the large population in surrounding <br />cities. Bruce reported that the City of Blaine is <br />addressing these issues, and suggested that the City <br />contact Blaine to determine the result of their <br />research. <br />Thill reported that he considers himself a <br />professional. Thill indicated that when a deer gets <br />hit with a bow and arrow, the deer will go to water to <br />lay down. The deer know where water is in the City, <br />and will not wander wounded throughout the City. Thill <br />estimated that a deer may wander 30 yards to water. <br />Thill also reported that the bow and arrow season runs <br />from September 15th through December 31st. <br />Scalze asked more detail about a DNR controlled kill. <br />Thill reported that many times the DNR will tranquilize <br />and transport the deer. <br />The City Attorney reported that it is his understanding <br />that the City of Blaine opened up a certain area for <br />bow hunting to persons with permits, however, he was <br />not sure of the mechanics of the program. The Attorney <br />reported that the area designated for bow and arrow <br />hunting is larger than the one beinq discussed tonight <br />and that there were no residential neighbors. <br />LaValle suggested that the City Administrator contact <br />the DNR to determine how many deer could be taken in <br />Little Canada, and the mechanics of coordinating a <br />hunt. <br />Scalze again indicated that she would not support the <br />ordinance amendment without calling in the neighbors to <br />determine their feelings on the issue. <br />Thill reported that the DNR will say that allowing <br />hunting by bow and arrow is entirely up to the City. <br />Morelan asked if the deer doing crop damage on the <br />Frattalone property were the same deer all the time. <br />Frattalone replied that they were. <br />Morelan questioned how muah impact there will be by <br />allowing a few deer to be taken by bow and arrow. <br />Morelan felt that more deer may come to take their <br />place. <br />Hanson felt that increased development is having an <br />effect on the deer population. <br />Page 6 <br />
