MINUTES <br />CITY COUNCIL <br />NOVEMBER 30, 1993 <br />Morelan felt it was time for the City to plan for the <br />future. <br />Scalze felt it was a degree of how much. Scalze <br />indicated that she would like to see the City lower <br />taxes, and felt there were areas that the budget could <br />be brought down. <br />Pedersen felt that the conservative approach was to <br />have money in the Capital Improvement Fund. <br />Scalze stated that she questioned the amount of <br />excesses the City should be carrying. <br />The City Administrator pointed out that the plan <br />carries no dollars for streets. The plan was to <br />address these needs when the debt service levy drops <br />off. There are needs in the street area as well as <br />others. The Administrator again indicated that the <br />Capital Improvement Plan still needs a lot of work. <br />The Administrator commented that from the staff <br />standpoint, it was his feeling that the City did run <br />lean. The Administrator reported that he has budgeted <br />conservatively with his recommendations. The $84,000 <br />that is not needed for debt service in the next few <br />years will again be needed in 1997 and 1998, and to <br />reduce the levy now and then increase it again in those <br />years cause fluctuations that he would prefer not to <br />see. The Administrator felt that to not budget for <br />capital improvement expenditures will penalize future <br />staffs and City Councils. <br />Scalze felt that capital improvement items should be <br />unallocated until it comes to the year where it is <br />decided that they should be done. Scalze did not feel <br />expenditures should be ranked on a 5-year schedule. <br />Morelan pointed out that the Plan will be reviewed <br />annually and adjustments made where necessary. There <br />will still be the need for funds to address unallocated <br />improvements. <br />Scalze suggested that perhaps there was the need to <br />levy more money. However, the Council is assuming that <br />all improvements must be allocated by 1998, and she did <br />not agree. <br />Morelan stated that perhaps all improvements do not <br />have to be allocated, pointing out that there will be <br />additional items that will come up. <br />Scalze felt that perhaps it will be decided that <br />Page 15 <br />
