MINUTES <br />CITY COUNCIL <br />NOVEMBER 30, 1993 <br />the back hoe attachment that was on the list. <br />The Administrator reported that this item was on the <br />list at the request of the department head, but after <br />discussion of the need for this item, perhaps it should <br />not be on the list at all. <br />LaValle felt the 10% fund was for items that the may <br />need, but would not want to budqet for. <br />The Administrator indicated that if the back hoe <br />attachment were needed, it would be listed on the <br />General Capital Improvement Plan. However, there is no <br />recommendation to fund this item. The Administrator <br />reported that all departments and other City groups <br />were asked for their wish lists in order to compile the <br />l00 listing. The Administrator also noted that <br />Canadian Days was not a part of the committee that <br />ranked the list, and suggested that the committee could <br />be restructured to include Canadian Days. <br />Morelan suggested that the listing be presented at an <br />upcoming meeting for Council action. <br />Pedersen noted that the items on the list are <br />preliminary, and research must be done to determine <br />which are justified. <br />Morelan suggested that perhaps 10% funds should be used <br />for funding community services such as North Suburban <br />Youth Services Bureau. <br />The Administrator replied that if the City uses the <br />funds for those kinds of services, and the money goes <br />away, the City would have to address future funding of <br />those items. <br />The Administrator reviewed the Water & Sewer Capital <br />Replacement budget, reporting that this budget has not <br />been prioritized. <br />Morelan pointed out the $12,000 deficit in the Park <br />Development Fund. <br />The Administrator reported that a transfer from another <br />fund, such as the Park Acquisition Fund or a closed <br />bond fund, will have to be made to eliminate that <br />deficit. The deficit is the result of a contribution <br />that was planned for, but never received. <br />Morelan asked if the Council approves park expenditures <br />prior to their being made. <br />Page 19 <br />
