MINUTES <br />CITY COUNCIL <br />NOVEMBER 30, 1993 <br />LaValle again indicated that the Plan before the <br />Council was not cast in stone. <br />The Parks Director felt that the process the staff went <br />through to develop the plan was about as good a process <br />as could be done. All departments oame away equally <br />dissatisfied, and there was give and take between the <br />departments. The Director felt the Plan was an <br />excellent starting point. <br />The next topic discussed is the allocation for the 10~ <br />Gambling Fund. The Administrator pointed out that the <br />10% Capital Improvement Listing was prioritized by that <br />committee, however, not all members were available for <br />the meeting. Of the top 6 items on the list, 4 fit <br />into the funding program. The City Council will have <br />to decide which items are funded, but that decision can <br />be made at a future meeting. <br />Scalze stated that it was her understanding that <br />Canadian Days was strongly in support of fire works at <br />the Canadian Days Celebration. <br />Morelan reported that he received comments from <br />residents in support of fire works, and the president <br />of Canadian Days felt the Committee looked favorably on <br />fire works. However, the Canadian Days Committee did <br />not participate in the ranking of the 10% Capital <br />Improvement listing, and perhaps that item should be <br />moved up further on the list. Morelan felt that this <br />was a good expenditure from the 10% monies, and that <br />items funded by the 10% monies should be ones that the <br />City would not normally fund. <br />Scalze pointed out that since fire works would be <br />on-going, perhaps they did not really fit in with the <br />other items on the list. <br />Morelan asked the criteria for some items being placed <br />on the 10% Capital Improvement List and others on the <br />Capital Improvement Plan. <br />The City Administrator reported that the 10% listing is <br />the one that was used previously with some additions, <br />such as fire works, City Center informational sign, and <br />a couple of Fire Department items. <br />Morelan felt the CAD system should be on the General <br />Capital Improvement Plan. Morelan felt that the 10% <br />monies should be used for one-time items that the City <br />would not have otherwise. <br />Scalze felt that if an expenditure is justified, it <br />should be on the Capital Improvement Plan, and if not, <br />then the City should not buy it.
