MINUTES <br />CITY COUNCIL <br />NOVEMBER 30, 1993 <br />that the valuation decreases were predominantly in the <br />high valued commercial and industrial properties. <br />There was a reduction for high valued residential <br />properties 1 or 2 years ago. The Administrator <br />reported that the final budqet document will contain <br />the class rate changes so the Council can measure that <br />impact. <br />Under the General Fund Revenue portion of the Budget, <br />the City Administrator reported that he has revised <br />permit fees somewhat lower, as well as did some <br />shifting of dollars in this category. Fine & Forfeits <br />revenue was lowered by $5,000 to more closely track <br />what is happening in 1993. Refunds & Reimbursements <br />was also lowered, resulting in a total reduction in the <br />Revenue area of $23,485. <br />The Administrator reviewed the General Fund Expenditure <br />portion of the Budget reporting that there was a <br />reduction of $19,566 in changes agreed to at the last <br />meeting plus some revisions that he feels can be made <br />bringing the total to $23,485. Total General Fund <br />Expenditures are now estimated at $1,461,972 for 1994 <br />which is about a$10,000 increase over 1993. <br />The Administrator reported that he has put together a <br />list of additional options for reductions in an effort <br />to achieve a Oo net tax levy increase. The <br />Administrator suggested that before that list is <br />reviewed, he would prefer to take questions from the <br />Council. <br />Morelan asked about the cost overrun in Mayor & Council <br />Misc. for 1993. The Administrator reported that this <br />was due to a delay in the 1992 Mayor's Commission <br />Against Drugs payment being made in 1993. <br />Morelan asked about the allocation of the City <br />Administrator's salary to Administration, Water, and <br />Sewer on a third each basis. Morelan felt that perhaps <br />this should be looked at since the increase in expense <br />to the Water and Sewer Departments results in rate <br />increases in those areas. <br />The Administrator replied that this has been the past <br />practice, and a significant amount of his time is spent <br />in the water and sewer areas, although that time may <br />Page 2 <br />
