MINUTES <br />CITY COUNCIL <br />NOVEMBER 30, 1993 <br />The Administrator also reported that it may require <br />some special legislation to clear up the confusion in <br />the law, depending on what answer we receive. <br />Morelan asked when the Council must make a decision on <br />this issue. <br />The Administrator replied that the levy must be set by <br />the December 16th meetinq. <br />Morelan asked about the increase in the City Attorney's <br />portion of the budget to cover time spent at <br />arraignments. <br />The City Administrator replied that the City Attorney's <br />position is that this is an added expense that does not <br />impact outcomes. However, in reviewing the matter <br />further, the Administrator reported that he has been <br />given information that indicates that this is resulting <br />in a lighter court schedule. That information has been <br />forwarded to the City Attorney for his comment, and the <br />Administrator hoped to have this opinion at the <br />December 8th meeting. <br />Morelan asked why Other Operating Supplies under the <br />Streets Budget is proposed to increase significantly <br />from 1993. <br />The City Administrator reported that the increase is <br />actually a shifting of expenses between three different <br />line items, and merely a change in how expenses will be <br />posted. The Administrator reported that the staff has <br />tried pare down the number of accounts that the City <br />carries on its book, and this has resulted in different <br />posting patterns from year to year. <br />Morelan asked about the Uniforms & Equipment line item <br />under the Parks & Recreation budget. <br />The Administrator reported that he felt a reduction of <br />$950 could be made in this line item as well as a <br />reduction of $500 in the Day Camp Subsidy line item. <br />The Administrator reported that T-shirts for Public <br />Works employees were budgeted under the Uniforms & <br />Equipment line item, and sugqested that this expense <br />would be more properly reflected under the Street <br />budget. <br />Pedersen asked about the recycling intern. <br />The Administrator reported that this expense is <br />reflected under the first three line items in the <br />Recycling/Sanitation budget.
