MINUTES
CITY COUNCIL
NOVEMBER 30, 1993
would be used to do research and evaluation projects
policy areas that existinq staff has not been able to
give the proper attention to. Recycling would not be
primary function of the position. Some of the areas
that would be addressed are updating of the personnel
ordinance, review and updating of water and sewer
ordinances, evaluation of in-house maintenance for
Public Works equipment, staffing surveys and manpower
studies for City departments.
Scalze asked if a temporary intern would be able to
handle these areas.
on
a
The Administrator reported that he has had experience
with internships in the past, and an intern could
gather necessary information and do some evaluations to
make a task easier.
Morelan felt there was a cost savings to the City in
getting some of the tasks outlined by the Administrator
done. However, he was not sure whether this position
would necessary in 1994 or perhaps 1995.
Scalze questioned the ability of the City to get the
projects outlined done for $10,200.
The Administrator replied that perhaps all the projects
will not get done, but a good many will. The City will
get work done that is needed, and the intern will gain
valuable experience. The Administrator agreed that
there are long-term benefits to the City in getting
these various projects done, but suggested that this is
not the year to do it.
Morelan pointed out that the City has not leased the
Pioneer Park concession stand for 1994. While the City
may gain little or no revenue from this lease, it does
have the benefit of someone to police the building as
well as open and close restrooms. Without a leasee in
the stand, the City may have to have a staff person
performing these functions. Morelan felt that the City
should actively pursue a leasee for the concession
stand.
The Recreation Director reported that he raised this
issue at the Recreation Association's November meeting,
and is hoping that at the December meeting there will
be some interest expressed in leasing the concession
stand. If not, the Director reported that he planned
to actively pursue a leasee for the stand.
The Administrator reported that based on the questions
raised by Morelan, another $1,450 in budget reductions
Page 5
