MINUTES <br />CITY COUNCIL <br />DECEMBER 8, 1993 <br />The foregoing resolution was duly seconded by Morelan. <br />Ayes (5) Scalze, Morelan, Hanson, Pedersen, LaValle. <br />Nays (0). Resolution declared adopted. <br />Council reviewed the applications submitted for three <br />vacancies on the Park and Recreation Commission. These <br />were submitted by James Greger, Thomas Holm, and <br />Berniece Magnuson. By unanimous vote of the Council <br />these three individuals were appointed to fill three <br />year terms on the Park and Recreation Commission <br />beginning January 1, 1994. <br />Council reviewed the applications submitted by Dennis <br />Davison, James Greger, John Keis, Terrence Peterson, <br />and Todd Sommer for two vacancies on the Planning <br />Commission. Council Members voted as follows: Morelan <br />voted for Davison and Keis, LaValle voted for Davison <br />and Peterson, Pedersen voted for Davison and Keis, <br />Scalze voted for Keis and Sommer, and Aanson voted for <br />Davison and Keis. Therefore, Davison and Keis were <br />appointed to three year terms on the Planning <br />Commission effective January 1, 1994 with four votes <br />each. <br />FIRE RELIEF The City Administrator reported that he discussed the <br />PENSION matter of Fire Department pension benefit levels <br />UPDATE with the Director of Compliance at the State Auditor's <br />Office, and was informed that the current pension level <br />of the Little Canada Fire Department was grandfathered <br />in. However, the new schedule would apply for future <br />benefit increases. Therefore, the issue now is where <br />future benefit levels would qo. If the Council feels <br />comfortable that benefits will remain constant in the <br />future, the City could lower the amount of support it <br />is contributing. However, if the Council feels there <br />will be future increases, lowering the City's <br />contribution will short change the City over the long <br />haul. The Administrator pointed out that the City does <br />not know the whether or not other Fire Departments will <br />be hitting their cap on benefit levels. This situation <br />has been discussed with the Fire Chief and Dan <br />Peterson, and they acknowledge the situation and <br />realize that there will be no increase in benefits <br />during 1994 based on the numbers. The Fire Department <br />would like to see the City contribute $16,500 to the <br />benefit plan in 1994 given the uncertainty of the <br />situation. The City will then have to take a good look <br />at the situation and see what the future holds. There <br />are still unknown factors that may impact benefit <br />levels. <br />The Fire Chief reported that there has been a lot of <br />Page 22 <br />
