MINUTES <br />CITY COUNCIL <br />DECEMBER 8, 1993 <br />Morelan reported that the proposed property tax notices <br />received several weeks ago were based on the City's <br />preliminary levy estimated in September. That <br />preliminary levy reflected a 5.23% increase. The <br />amount shown on the proposed property tax statement <br />will go down for the City's portion since the City has <br />decreased its levy to a zero percent increase. How <br />much it will go down, however, depends on various <br />factors. <br />Harlan Rolland suggested that the next City newsletter <br />contain an article providing information on the forms <br />needed to process property value abatements as well as <br />refunds in property taxes to those properties receiving <br />over a 12% increase. <br />The City Administrator agreed that that article will be <br />included in the next newsletter. <br />Frank Gau, 80 Iona Lane, reported that his proposed <br />property tax statement shows an 11.8% increase in the <br />City's portion of property taxes. Gau asked what <br />services he would receive from the City for that <br />increase. Gau expressed concern about the condition of <br />the property behind his, the quality of water, as well <br />as a ponding problem in front of his driveway. Gau <br />indicated that he is on a fixed income and cannot stand <br />an increase in property taxes. <br />Hanson asked that the Public Works Superintendent <br />investigate Mr. Gau statements regarding the ponding <br />problem on his street, and report his findings to Mr. <br />Gau. <br />The City Administrator reported that the City Council <br />will consider adoption of the 1994 Budget at its <br />meeting next Thursday, December 16th, at 7:30 P.M. <br />Under the Truth In Taxation regulations, the Council <br />cannot adopt the Budget at its Truth In Taxation <br />Hearing. Anyone interested in reviewing the City's <br />1994 Budget document can obtain a copy of it at City <br />Hall. If anyone has comments or questions about the <br />budget, they can contact the City Administrator at <br />484-2177. <br />The Administrator pointed out that property taxes are a <br />touqh issue and no one likes to see taxes increased. <br />However, there are factors out of the City's control <br />that affect the amount of property taxes levied. <br />There were no other comments from the general public <br />present. <br />Upon motion by LaValle, seconded by Scalze, the City's <br />Truth In Taxation hearing was closed. <br />Page 7 <br />
