MINUTES <br />CITY COUNCIL <br />DECEMBER 8~ 1993 <br />Scalze reported that a citizen contacted her after an <br />officer responded to a burglary call. The officer had <br />indicated to the citizen that the Sheriff's Department <br />is more focused with the Rice Street area than the rest <br />of the City. <br />Bergeron replied that the officers do care, but that <br />particular officer was tellinq the truth. There is a <br />lot going on in the City, and the officers have little <br />time other than to respond from call to call. The <br />Department knows that writing traffic tickets does slow <br />traffic down, however, there is very little time for <br />traffic patrolling, for example. When an officer is <br />tied up on a call at the Alternative Learning Center <br />for 2 hours, that officer then ends up going <br />immediately to the next call, and then the next. There <br />is no time for the citizen contacts, and citizens do <br />feel put off. <br />Bergeron reported that he is not making any requests of <br />the City Council this evening, but just sharing <br />information. <br />Hanson suggested that the City cannot add extra taxes <br />to the troubled areas in the City. <br />Scalze suggested that the City could impose service <br />charqes, or require extra or private security. <br />Bergeron suggested that perhaps an officer, counselor, <br />social worker, or psychologist at the Alternative <br />Learning Center would help address that problem. <br />Pedersen suggested that the administration of the ALC <br />know the clientele they are dealing with, and felt that <br />they should have some internal security. <br />Scalze felt this was no different than when the City <br />required Hoggsbreath to put on extra security. Scalze <br />did not feel the additional cost of police protection <br />generated by these calls was fair to the regular <br />taxpayer in the City. <br />Bergeron also suggested that the Council think about <br />the services that the Sheriff's Department does provide <br />and whether or not any of these services could be <br />addressed in other ways. <br />LaValle agreed that the workload was tough and <br />suggested that for next year an 8 hour power shift may <br />be needed, but not a 16 hour power shift. <br />Bergeron reported that he is lookinq at the long run, <br />and felt that Little Canada, Vadnais Heights, and <br />Page 4 <br />
