MINUTES <br />CITY COUNCIL <br />DECEMBER 16, 1993 <br />The City Administrator pointed out that the City has <br />applications from one hunter to hunt on the Frattalone <br />property and from two hunters to hunt on the Heinel <br />property. The Administrator stated that it was his <br />understanding the the City's policy would be to submit <br />these applications to the DNR for their comment and <br />then bring that information back to the Council. <br />Should bow and arrow permits be issued, the Sheriff's <br />Department would then be notified so that they were <br />aware of the situation. <br />Scalze pointed out that after the first of the year any <br />deer would go to the DNR. <br />The City Administrator pointed out that the DNR would <br />issue a special permit for an extended season. <br />Morelan felt no bow and arrow permits should be <br />approved by the City until applications for those <br />permits are approved by the DNR. <br />The City Attorney suggested that as a loss prevention <br />matter should the hunting season be extended, publicity <br />of this fact should be included in the City's official <br />newspaper to inform the citizens. <br />Pedersen suggested that that publicity include <br />information about the permitting process so that there <br />is no confusion about who is allowed to hunt. <br />Randy Thill, Vadnais Heights resident, reported that he <br />would like to apply for a permit to hunt in Spooner <br />Park. Thill felt that any screening done by the DNR <br />may be a review of the hunter's history and questioned <br />the accuracy of that information, since kills may be <br />made by a hunting party, and not the individual hunter <br />to which it is registered. Thill also commented that <br />this matter would not be before the Council if it were <br />not for him, and he will be upset if he does not get a <br />chance to hunt himself. <br />LaValle asked Mr. Frattalone if the matter were raised <br />by him or Mr. Thill. <br />Mr. Frattalone reported that he is the one who <br />initially brought the matter to the Council. <br />Morelan asked if the ordinance allows hunting on public <br />land. <br />The City Administrator reported that the City had not <br />contemplated allowing huntinq on park property. <br />Hunting on public land is prohibited. <br />Page 10 <br />
