MINUTES <br />CITY COUNCIL <br />DECEMBER 16, 1993 <br />Scalze questioned why the City would issue a permit to <br />a Vadnais Heights resident to hunt on City property. <br />Scalze indicated that she would not encourage Mr. Thill <br />to make application for such a permit, and suggested <br />that he submit such an application in the City of <br />Vadnais Heights. <br />Thill reported that he lives on County Road D, which is <br />just across the street from Little Canada. Thill <br />reported that he raised the issue by contacting Mr. <br />Frattalone and getting the ball rolling. <br />LaValle suggested that the permit applications received <br />by the City be accepted and referred to the DNR for <br />screening. Once a report is received from the DNR on <br />these applications, the City Council can take action on <br />them one way or the other. <br />Pedersen sugqested that comments be solicited from <br />Bwana Archery as well. <br />The City Administrator replied that when applications <br />are received by the City, which are signed by the <br />property owner, for a bow and arrow permit, the City <br />can refer those applications to the DNR and Bwana <br />Archery for their comments. <br />Morelan suggested that the Council look at the <br />applications first before referring them on to the DNR. <br />The City Administrator pointed out that the property <br />owners must sign the application form, and will use <br />some judgement regarding the number of hunters they <br />would allow on their property. Too many, of course, <br />would become unmanaqeable. <br />Scalze asked that staff keep the Council informed on <br />this issue. Scalze also pointed out that she received <br />a couple of calls from property owners who were not in <br />favor of bow and arrow hunting in the City. <br />Aanson felt that some control was in the hands of the <br />property owners since the applicant must receive <br />approval of the property owner in order to begin the <br />permitting process. <br />CONSENT Mr. LaValle introduced the following resolution and <br />AGENDA moved its adoption: <br />RESOLUTION N0. 93-12-293 - APPROVING THE CONSENT AGENDA <br />WHICH INCLUDED THE FOLLOWING ITEMS: <br />Page 11 <br />
