MINUTES <br />CITY COUNCIL <br />DECEMBER 16, 1993 <br />LaValle reported that he met with Mr. Parker and Mr. <br />Frattalone at the Frattalone property. Mr. Parker <br />recognizes the problem that exists, and indicated that <br />other alternatives would not work in this situation. <br />For example, installing electric fencing would not work <br />because of the close proximity of the park and the high <br />voltage in the fencing. LaValle reported that Parker <br />indicated that North Oaks, Bloomington and Fort <br />Snelling will be taking steps to control the deer <br />population, and it is estimated that North Oaks will be <br />contracting with someone to remove 100 to 200 deer per <br />year. In Bloomington, the Police Officers conduct a <br />controlled shoot. LaValle was not sure what means <br />would be used in North Oaks. <br />Morelan asked the long-term outlook for the situation. <br />LaValle reported that Parker indicated that deer are <br />very territorial. Removing 5 to 8 deer now will <br />address the problem for Mr. Frattalone, however, the <br />problem will probably need to be addressed again in <br />another couple of years. <br />Morelan agreed that unless all the deer are removed, <br />the problem will not be solved for Mr. Frattalone. If <br />all the deer are removed, the problem could go away for <br />some time. Morelan pointed out that Mr. Frattalone has <br />indicated that there are 5 or 6 deer in the area. <br />Hanson reviewed the ordinance which was recently <br />approved by the Council allowing for the discharge of a <br />bow and arrow within the City limits subject to <br />permission of the property owner as well as the City. <br />LaValle stated that he was in favor of no permits being <br />issued until the hunters are interviewed by the DNR. <br />The City Administrator pointed out that the City has <br />received applications for bow and arrow permits from <br />three individuals. The Council still needs to set a <br />procedure for handling these applications. The DNR has <br />indicated that they have people who may be able to <br />ascertain the qualifications of hunters. The <br />Administrator also pointed out that the property owners <br />within 350 feet of the Frattalone and Heinel properties <br />were notified that allowing bow and arrow hunting on <br />these properties would be considered this evening. <br />The Administrator reported that the DNR has indicated <br />that they would like the matter handled in the normal <br />hunting season. If that is the case, the hunters would <br />be allowed to keep the deer. However, the DNR has <br />stated that they would work with the City and could <br />Page 8 <br />
