MINOTES <br />CITY COUNCIL <br />JANUARY 12, 1994 <br />RESOLUTION NO. 94-1-19 - AUTHORIZING PUBLIC WORKS TO <br />PROCEED WITH TAE PURCHASE OF A PLOW WING AS WELL AS <br />TRUCK REPAIR AND PAINTING FOR THE PLOW TRUCK RECENTLY <br />PURCI-IASED FROM THE CITY OF ROSEVILLE <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (5) LaValle, Scalze, Hanson, Morelan, Pedersen. <br />Nays (0). Resolution declared adopted. <br />The City Administrator reported that the Public Works <br />Superintendent did a lot of analysis on snow plowing <br />efficiency. Public Works will be asking for <br />authorization to purchase a plow for the City's loader, <br />and this matter will be scheduled for the next agenda. <br />tiUE USE Scalze indicated that she was concerned about spending <br />oi~ CITY money on consultants for design time for drawing up <br />~'ARR plans for use of City park property by a private <br />PROPERTY individual. Scalze suggested that the City Attorney <br />should determine whether or not the City has the <br />authority to allow the use of public park property by a <br />private individual. Scalze suggested that a better <br />option might be for the City to sell the property, <br />rather than allow private use of it. <br />The City Administrator suggested that if the City holds <br />a restricted use deed on the park property, the City <br />may not have the ability to sell the property to a <br />private party. Usage could be covered by a license <br />agreement. <br />The City Attorney reported that if the City holds a <br />State use deed for park purposes, the property would <br />revert back to the State if the use was other than for <br />park. The City Attorney suggested that he check on the <br />type of deed that the City holds on the property. <br />The City Administrator indicated that he is not sure <br />whether Mr. Rue was still interested in pursuing the <br />use of City property, and suggested that he contact him <br />to make this determination. <br />ASSIGNMEN'P Morelan suggested that the Council be provided with a <br />I.ISTS listing of incomplete assignments that were made in <br />1993 and that that list include a realistic completion <br />date. <br />The City Administrator reported that staff is already <br />working on this listinq, which should be submitted to <br />the Council next week. <br />Page 12 <br />
