A!(INUTES <br />CITY COUNCIL <br />JANUARY 26, 1994 <br />undeveloped, and whether undeveloped areas would pay <br />100% of the cost of a water main project. <br />The City Administrator stated that he was proposing <br />that major undeveloped areas be assessed for 100% of <br />the cost. <br />Morelan indicated that when it comes right down to it, <br />there might be some areas of the City where a water <br />main project would be cost prohibitive. <br />The Administrator agreed, and pointed out that in some <br />of those areas it might make more sense to connect to <br />the water main system of an adjacent municipality. <br />Pedersen agreed, and pointed out that in those cases, <br />the City could pursue agreements with the adjacent city <br />to provide water main to Little Canada properties. <br />Morelan felt there were two issues to be resolved. The <br />first is how much is the City willing to assess for <br />single-frontage water main projects, and secondly, is <br />it economically feasible to proceed with certain water <br />main improvements. <br />The Administrator pointed out that there is a clause in <br />the proposed policy which states that the City would <br />have to make a decision on whether or not a project was <br />economically feasible. The City cannot guarantee that <br />every property will have access to City water main. <br />The Administrator pointed out that each project will <br />have to be reviewed by the City Council on an <br />individual basis as they are proposed. <br />The Administrator reported that he would like the <br />Council to adopt a policy on single frontage water main <br />projects pointing out that the Keller Parkway project <br />is being studied by the County. If the County proceeds <br />with that road improvement, it would be most economical <br />to include a water main project at that time. The City <br />should be in the position to be able to proceed if and <br />when the County decides to go forward with the road <br />improvement. <br />Morelan asked what the City's success rate might be in <br />obtaining 100% waivers of right to appeal assessments <br />from property owners and assessing at a higher than <br />benefits received level. <br />The Administrator pointed out that the City tried that <br />approach with the proposed Viking Drive water main <br />improvement, and was not able to obtain waivers from <br />Page 13 <br />
