MINUTES <br />CITY COUNCIL <br />JANLJARY 26, 1994 <br />signage be raised. <br />The Planner stated that as much as he sympathizes with <br />the Rainbow issue, there are more issues than just <br />signage on Rice Street. Stores are leaving the <br />shopping oenter because they are not making it, and <br />they are not making it for reasons other than signage. <br />LaValle pointed out that the shopping center is <br />perpendicular to the street and people just do not know <br />which businesses are located in the center. <br />The Planner pointed out that the businesses which are <br />located in The Market Place Shopping Center located in <br />that center knowing that they would not be visible to <br />the street. Signage was obviously not a criteria for <br />these businesses when deciding to locate in the center. <br />Chazin pointed out that a member of the Planning <br />Commission commented that he was not aware that a dance <br />studio exists in The Market Place Shopping Center. <br />Chazin felt that signage on Rice Street will help the <br />smaller tenants in the shopping center. Chazin pointed <br />out that shopping centers which are parallel to the <br />street also have a sign band across the top of the <br />center identifying the businesses in that center. <br />These signs are not visible to Rice Street for The <br />Market Place Shopping Center. A pylon would give the <br />tenants visibility from Rice Street. Chazin felt there <br />was definitely a hardship. The current pylon at the <br />shopping center is 35 feet high and 260 5quare feet in <br />size. The pylon being proposed would be 30 feet high <br />and 400 square feet in size. The new pylon brings the <br />sign height into conformity with the ordinance, but is <br />140 square feet over the area maximum allowed. Chazin <br />felt that the replacement of the two existing pylons <br />with one larger pylon will help eliminate some clutter <br />on Rice Street, and pointed out that the new pylon is <br />nicer looking. <br />Gene DeLonais stated that he would like to see The <br />Market Place Shopping Center be successful. DeLonais <br />asked why the business industry spends so much money on <br />signage if there are no results from that signage. <br />DeLonais agreed that The Market Place Shopping Center <br />does not have the advantaqe of other shopping centers <br />in the City which are parallel to the street. <br />Pedersen asked if tenants have signage on the building. <br />Chazin replied that tenants have signage on the <br />building if they want it, however, that signage is not <br />visible from Rice Street. <br />Page 5 <br />
